We are inviting 2 (two) suitable Associate Sectoral Policy Fellows to support the work of the Ministry of Culture of Ukraine, Directorate for Strategic Planning and European Integration, for 20 working days in October – November 2018. The task/thematic areas for research and consultancy will include: 

 

1. What is the Project ‘Association4U’ (‘A4U’ 

The EU funded Project "Support to the implementation of the EU-Ukraine Association Agreement", with its short name 'Association4U', meaning 'Association for Ukraine and for you' supports the implementation of the AA/CFTA. The main objective of the Project is to enhance the capacities and performance of the Ukraine’s governmental institutions to comprehensively implement their commitments arising from the Association Agreement. The project most important beneficiaries are the Government Office for European Integration, Office of the Vice Prime Minister on European and Euro-Atlantic Integration and the Line Ministries, implementing the Association Agreement. 

2. The Associate Sectoral Policy Fellow

We are inviting 2 (two) suitable Associate Sectoral Policy Fellows to support the work of the Ministry of Culture of Ukraine, Directorate for Strategic Planning and European Integration, for 20 working days in October – November 2018. The task/thematic areas for research and consultancy will include: 

  1. Formulating and implementing effective cultural policy in Ukraine ensuring proper implementation of the UNESCO Convention in Ukraine by fostering and advancing intercultural dialogue through public consultations development for inter-sectoral policies supporting Creative Cultural Initiatives ( CCIs) 
  2. To contribute to strengthening institutional capacity of the Ministry of Culture and Ukrainian cultural institutions (regional centers for traditional culture, museums, libraries, crafts unions and artists working with intangible cultural heritage, professional business associations and their regional bodies), especially in the field of business consultations. The consultant will participate in regional and local focus groups and other events (including Creative Ukraine Forum 2018)
  3. Analysis and delivery of information on cultural and creative industries and their role for sustainable development (incl. advisory support to projects and events aimed at inter-sectoral dialogue and development of public-private cooperation, as well as internationalisation of Ukrainian CCIs)

3. The following qualifications are required:

  • Bachelor Degree (preferably in Economics, Law, Social Sciences, Communications, Public Administration or a related discipline)

  • At least 7 (seven) years of general experience, including 5 (five) years of professional experience in the indicated field

  • Active command of English language (B2)

  • Knowledge of MS Office (Word, Excel, PowerPoint)

Applicants must be able and willing adjust to in the challenging context of EUI and AA/DCFTA 

Applicants must be Ukrainian citizens, and should not have been employed by the Ukrainian public administration during six months prior to the closing date of this offer.

The A4U project is providing Training for Trainers

upon the Components of Learning Line 5:

COMMUNICATION PLANNING AND CONTENT DEVELOPMENT

FOR GOVERNMENT INSTITUTIONS WITH EUI/AA/DCFTA RELATED CONTENT OF COMMUNICATION

The trainers will be trained by A4U local and international communication experts to be able to train public servants functioning as communication practitioners in central and regional government institutions.

Requirements to Applicants

Education:

University Bachelor and/or Master Degree in Communications, Media, Public Relations, Marketing, Social Sciences, International Relations, or relevant.

General Professional Experience:

At least 5 years of general professional experience in the communication sector (strategy, planning, implementation, media relations, campaign design, and management);

Proven experience as a trainer on communication-related topics;

Excellent communication, training and presentation skills;

Fluency in English (please note that all the materials and trainings of trainers will be held in English);

Knowledge of EU-Ukraine Association Agreement/Deep & Comprehensive Free Trade Area and general EU Integration processes and understanding of public service procedures will be considered a plus
